84 244dl wiper motor trouble!!!! 200 1984

Hello all 1984 244 dl 150,000
Anyhow my windshield wipers do not work..now let me tell you what I did.
Checked and replaced fuse #2 (which appeared fine)
checked for voltage at the plug in( at wiper motor) I was getting 30 volts I believe on 3 of the 4 (other was ground I believe)
Now I know there is a relay but I can't find it.
I Do have a Haynes book but it doesn't show (in detail) where the relay is.

Now for a little history
Last year (I don't drive it that often) it would take a few mintues for the blades to come on after I pushed the handle down.
The washer pump and horn are working as well which I believe are off of the same fuse.
Personally I think the motor is shot but I know there is a relay in between. Then the stalk for the wiper (I have no idea where that is) or even what it does.
I tried to be as detailed as possible if I'm forgetting something let me know!

So any help would be great!!!!!!!
