Fuel Pump 700 1990

If you have a non-turbo with the Rex-Regina fuel system, there should only be one pump (in the tank). I've heard of one rare instance of a Regina car that the guy swore had two pumps, I think it was a California configuration.

Yes, there's a relay. It's located with on a board with several other relays behind the ashtray, near the fuse panel. The 700/900 Faq's on this site has info and diagrams on the subject - check it out.

By the way, there is a safety feature built in to the system that if it doesn't sense ignition pulses, it won't supply power to the pump beyond the initial priming charge (about one or two seconds) when you first turn the ignition switch on. If you don't hear the pump for a couple seconds when you first turn the key on (before cranking the starter), then you likely have a blown fuse, a bad relay, a bad pump, a bad ignition switch, or bad wiring - probably the odds are in the order I've listed.

Other may offer other possible culprits.

Good luck.
