Headlight Bracket screws removal 200 1990

I am attempting to replace a broken headlight bracket which holds the headlight and turn signal. It is secured by three screws. The screw heads are surrounded by plastic which makes securing them with a wrench impossible. When I attempt to try and unscrew the nut on the other side the heads just spin around inside the plastic. Does anyone have any ideas or is the only option to drill them out?
