power window regulator issue - passngr door 700 1989

passenger power window quit working from either master console or affected passenger door..took regulator out of door .... 12 volts at regulator motor using car wiring powered from switch; regulator motor works fine in up mode .. doesn't work in down mode;
powered direct from battery; motor works at half speed one way; reverse wires; works fine ..
I'm not sure what's bad?
