'94 940 turbo. intermittent no start. 900

This actually isnt about my car but another car I'm working on. It's a '94 940 turbo. It first came to me with a crank-no start condition. The fuel pumps were not running. Very reminiscent of a fuel pump relay failure which i've had happen on my own car. I replaced the relay, the car runs, so I sent the guy on his way. Then I got a phone call that the car stalled again and wouldnt restart. 20 minutes later it started. Now, what other relays can cause the fuel pumps to quit? Fuel injection relay?
