164E exhaust replacement/fix 140-160

My 1974 164E just failed the state safety inspection, primarily due to an exhaust leak and I’m looking for the best fix. The leak seems to be coming from the first inline muffler which receives dual inputs from the two exhaust manifolds. The dual pipes leading up to the dual exhaust manifold look pretty bad too. They guy up at the muffler shop says that he cannot find a match for the first inline muffler and that the only thing he can do is build a two into one off the exhaust manifold then run a wider diameter pipe do a new muffler…basically fabricate a whole new exhaust system after the exhaust manifold.

I was wondering has anyone tackled this problem before and is this a reasonable solutions?
