In tank pump plastic cap removal 700 1986

Hi all,
I think that I have a problem with my pump sock or a hole in the line because I have trouble when the fuel tank gets below half full. I have removed all the hoses and the electrical connection from the access hatch in the trunk. It has the large plastic screw top holding everything in place. I don't have a special tool to remove it so I have tried banging it out with a hammer and a block of wood, alls using a strap to try and unthread it. So far not luck, I have gone around and broken the corrosion between the faceplate and the plastic but still can't get the slightest budge.

Should I be using a penetrating oil, silicon spray or solvent like wd40 on this? Does anyone else have some advice on how I can get it off? and the plate is pretty corroded can I get a replacement and how should I order it (don't know what its called of if its a dealer only part. Thanks for the help.
