Adjust the Cable at the Release Under the Dash 700

I suggest you simply adjust the release lever under the dash. Had the exact same problem as you when I got my 760 last month. I adjusted the cable so it would pull more, now it works great.

Once open I noticed that the driver side latch on the cable appeared to have slightly slipped off from the cable, which is understandable after 17 years. Eventually I'm sure it will have to be replaced, but it seems to be holding great so far, and I'm under the hood almost daily, learning about my new aquisition.
