Head gasket? 200

I've been working to get a 242T '83 on the road. Replaced corroded fuel tank, intank pump, main pump, fuel and air filter, rotor cap, plugs, and changed to syn oil. Car had been sitting for a year. Started the car, let it warm up, and all seemed to be fine until I depressed the gas pedal and steam appeared near #2 and 3 sparkplug holes. Steam, I think, continued while running. Thought it might be spilled oil burning off. Found creamy film under oil filler cap and upper oil level dipstick. Looks like a head gasket leak to me or could it turbo related. Temperature gauge was showing normal warming up to nine o'clock. Looks like a head gasket leak to me or could it turbo related. I am new to turbos.

Car has stock turbo, 250,000 km. and no its not for sale. Thanks for any suggestions.
