940 tubo smoking at idle 900 1992

my father recently purchaced a 1992 940 turbo and for a few weeks everything was fine. two weeks later when the car is sitting ticking over for more than a few minutes smoke starts to come out from what looks like the middle of the turbo and when you bring the revs up clouds of white smoke comes from the exhaust but whilst driving the car is fine and does not blow any smoke and is not underpowered in any way. he has changed the wastegate pipe and the big pipe (5 inches or so) but the problem still persists has anybody got any ideas and could the turbo be shot?
