Headlight Switch Turns Lower Brake Lights Off !@#! 700 1989

Car Model: 740 GL 1989 Sedan, non-turbo
Issue: Brake lights do not work when the headlights are turned on
Troubleshooting so far:
1. All three brake lights work when the headlights are off.
2. The lower brake lights do not work with headlights turned on.
3. Upper brakelight(in the rear window) works always.
4. The "bad bulb" indicator light does not come on when the rear brake lights are not working (when the headlights are on).
5. I checked the fuse.
6. I removed and re-attached the lower brake light bulb holders
7. I switched the bulb holders from one side to the other.
8. The fact that the upper brake light works suggests that it is not the brake light switch associated with the brake panel.
9. The fact that the upper brake light works when the lower brakes lights do not work suggests that the issue at hand bypasses the "bad light" relay problem discussed in other postings on this site. That is, the "bad light" relay does not appear to be involved. For example, about 6 months ago, the :bad light" indicator came on when the upper brake light burned out.

Recent events with the car:
1. I have experienced a high rate of rear brake light burn outs. For example, all three bulbs have burned out at least once over the last year.
2. I have a 5th gear cutout relay issue. It was stuck on and deprived my of overdrive.I found that the relay was loose in the socket (by moving it the cutout went off) and used duct tape to hold it down. This may have affected the "bad light" relay or it too may be loose.
3. I had to replace the turn signal clicker relay about 4 months ago.
4. Mechanics recently replaced the upper and lower seals and the timing belt.
5. Mechanics recently replaced the radiator.
6. The temperature sensor does not work.
7. I have a bad radiator fan switch which I bypassed.
8. I have an A/C leak about 2 years old.
