Front wheel shimmy at low speed, wheels just balanced 900 1993

My '93 945T has about 130k miles. Lately, I've noticed more of a shimmy from the front end through the steering wheel at about 40 mph. I just had the tires rotated and balanced, and nothing changed. There is no shimmy when I step on the brakes, and it goes away at speeds over 50 mph or so. The car is very smooth at speed on the highway. What causes are possible?

I posted earlier about a creaking sound during low-speed braking and it was suggested that certain bushings could be responsible. Can these two symptoms be related?
