Bulb Failure Relay, or ... 900 1993

After noticing that all 3 brake lights had stopped working on my 93 945T, I checked the fuse, corner bulbs, and the brake switch, then the relay by removing a turn signal bulb, then a reverse bulb, and no dash light. There are no faulty solder connections or noticeable burned surfaces in the relay.

First, does it seem that the relay is the problem, and, second, if so, is there any way to rebuild/repair them if all soldering appears good? I've been afraid to call Volvo for an OEM price. Thanks...
