Idle surging 200 1983

Hope someone can help me out with this. 1983 244GLT. On a first startup when the car is cold (summer or winter), it fires right up and idles as smooth as glass for about 1 to 2 minutes. The idle then fluctuates to the point that it almost kills the engine. I can keep it running by just tapping the throttle a little bit during these hiccups. After a couple minutes of this, it returns to a nice smooth idle. Here's what I've done. New plugs/wires/rotor/cap/O2 sensor/oil/filter/air filter/flame trap. I checked vacume lines for leaks, everything seems secure. This is really bugging me. What am I missing?
