740 Emission Test Failure

My '85 740 (non turbo) failed its emission test again. 2 years ago, it passed on CO and HC, but failed on NOx. Since then, I had the cat. converter replaced with an after market one, and found the air hose (air meter to throttle) full of holes, and replaced it. Just had it E tested again. It was much better on CO and HC, but the Nox was even higher.
Any suggestions on what to do ? Adjust / check? Mileage is 330,000 km
