Auto transmission - won't change down to 1st gear automatically - should it ? 900 1994

Went up a steep hill today with a fully loaded car (1994 940 wagon, non turbo motor, 4 speed AW auto transmission). With the accelerator flat to the floor, the transmission changed down to second gear and then things just got slower and slower as the car struggled up the hill. Rev counter was indicating about 2000 rpm and road speed was down to about 20 km/hr (12 mph), before I manually moved the gearlever into the "1" position. Revs then jumped up to 3 - 4000 rpm and the car started accelerating.

Is the auto box supposed to change down to first gear automatically in the case I described above ?
