is it designed this way or is this a symptom of a problem 900 1994

I drove my 944T from Virginia to northern West Virginia and just now reached my destination in New Jersey. I noticed that whenever I ascended a hill and the turbo gauge just touches the solid white area, the fan stops blowing air through the vent. Once level or the turbo gauge returns to the left side the air resumes through the vents. I looked in the owner's manual and nothing is written to this. Any thoughts?
