How to determine if kickdown cable is dysfunctional 200 1988

It's ok if the throttle cable (top cable) doesn't pull in when you turn the throttle pulley by hand. It would be bad if you turned the throttle, then released it, and the kickdown cable (bottom cable) did not pull back right away.
If the kickdown cable seems to have tension at all times, it's probably ok.
I always make mine a little tighter to make my automatics downshift earlier- but then I enjoy revving my cars up. Maybe I drive too fast. Maybe I just like to fiddle with things. I dunno.
