Is this typical gas milage? 200 1988

I have a 1988 244 with the M47 manual gear box. When I drive in town, I notice that It will take me two weeks to fill the tank after I have driven about 230 miles and will have put about 11.5 gallens into it. I'm not complaining about the mileage, as my brick does get 33.5 on the freeway, I just can't belive that there is such a difference in town. I would much rather get the 21m/g in town then get 30 in town driving one of those toys that say honda on the back.LOL I guess it must be normal though. For some reason I have not been able to get my self to clean the throtalbody on the car, which is something that it might could use. Is that something that is really hard for 1st timer? I have heard stories about people doing this task and creating a sticky gas pedal. I don't really wan't to go there. Any words to the wise? Thank's and happy bricking.
