Battery warning light problems 200 1987

Good morning. I've been having a charging problem on my 87 Volvo 240DL for a few weeks now. At first I thought it was the brushes so I replaced the voltage regulator. I also replaced the battery since the lack of charging drained the battery. That's how I first realized there was a problem. New brushes and new battery have not solved the problem. I have also noticed the the battery warning light does not come on when you turn the key to ON, when all the other idiot light turn on. I took out the dash and checked the light bulb for the warning light and it's fine. I even swapped it with another working light bulb and still doesn't turn on. I also checked the voltage of the charging system, both at the alternator and the battery, and it doesn't go over 12V with the engine running.

Thanks in advance for your help.
