surges aftert it starts to warm up HELP HELP HELP 700 1991

Can anyone help? My 744 non turbo serges and stall after about 6 blocks. RPM won't go above 2000 if I can get it above that then it runs fine. I put in/on new cap,rotor,plugs,fuel filter,fuel sock(inside the tank)there are no codes. Also swaped the raido relay out.There are no vacuum leaks. When it comes up to temp it stuters but doesn't stall. There is all sorts of power above 2000 RPM. With a pinched off fuel return there's 45 PSI. It's regena/rex1. Where do I go next? Can someone help?
