Sorry I have not come back on your query concerning restoring headlight voltage. I had some posts earlier which were answered by John Sargeant.

It reads as follows:

I would install headlight relays as outlined in Danial Stern's web site, http://www.danielsternlighting.com/tech/relays/relays.html. In addition I would install E code rated headlights.

I have installed the relays and E-code rated headlights on three of our cars, and the headlights are outstanding.
