Does the pre pump affect gas mileage? 200 1989

Having a horrible time with my gas mileage. Replaced the o2 senor, plugs, cap and wires. AMM has been changed. I am only getting about 280 miles (20 mpg hwy) on a full tank. The car runs fine. I replaced my pre pump with a scan tech one about maybe 50-60k miles ago. It's dead again. Would that make a difference?
