High CO at idle 700

Got my emissions done today and had a tough time getting the CO down at idle.
Once the rpms were run up past 1200 the CO and HC numbers dropped like a rock.
HC was well with in spec at idle but the CO was double what it should have been. Played with the AMM settings but ended up putting it right back where it was when we started. Finally took the car out and ran it hard for a half hour and brought it in and it passed barely. Where should I look to solve this problem? I did replace the original O2 sensor with a new one and it runs great.
Oh BTW the motor does have 29K miles on it and the cat has 313K. 87 745T
