why are these wires spliced? any guesses? 700

87 volvo 740tic sedan w/ '89 b230ft & t3
4 speed manual + overdrive

I bought this car recently - my first volvo, so i've been learning about it as I fix it up

A previous owner had pulled out fuse 13 and hooked up 2 wires to it, where the fuse should go.
fuse 13: (according to the panel. the car is not diesel)
(solenoid valve)
(constant idle system)
(delay hot spot)
(glow plug time relay)
(heated choke)

I traced back both of the wires and found what wires they're being connected to.

wire 1: It goes foreward into the engine, up towards the battery, and splices into a green-red striped wire going into what i'm guessing is a bosch ballast resistor (its a white object attatched to the side wall, and it looks like a bunch of white cylinders being held together). there are five other green wires going into this resistor(?) and the other end of it has five green wires coming out - I followed four of these green wires out to my injectors.

wire 2: it goes aaaallll the way back into the trunk, and then down into the opening for the fuel pump area (behind the back seats) . It splices into the red wire going into what i'm guessing is the fuel pump (there is a red, brown, and grey wire hooked into a big round cap-looking thing, and there are other hoses and things coming out of it. Looks like it goes to the fuel tank.

My question is WHY... why would this person run these wires? and do you think it would hurt anything to restore the wiring to the way it was (which I could easily do), and put the fuse back in?

thanks!
