Bad theremostat, clogged radiator, water pump? 200

My temp. is running higher that usual. I changed the thermostat a few weeks ago and no change.

Tonight when I was checking the oil, I reached down and felt the two hoses that connect the radiator to the engine. The top one was hot, the bottom one was barely warm.

Should these two hoses be the same temp. when the car is good a hot?
If so, I'm just guessing, could it be a clogged radiator or a bad water pump?

And I know about the temp. gague in the dash how they sometimes need to be bypassed.

Any suggestions??
