IPD Valve Shim kit 200 1984

I finally rec'd the rental valve shim kit I ordered from IPD. It was hung up in the bloody Cdn Customs for over 4 weeks while they were on strike for more money. Bloody Nazis.
Anyway, I am ashamed to say I can't understand the shim sizes stamped on the shims. For example, the markings read variously 4-15, 4-40, or 3-95. I am trying to correlate these numbers to the micrometer readings I get when I measure them, but I am nowhere close. For example I get 0.0188 inch for the disc marked 4-40, 0.2151 for the 4-15 disc and 0.1776 for the 3-95 disc. Can someone please help me on this. Am I reading the mike wrong, or are the disc markings in heiroglyphics (sp)?
