Sure it's possible to replace it. The remains must be pressed out, and a replacement one pressed in with a press (probably 20T) while the assembly is properly supported (doing it wrong or with a hammer will likely ruin the whole thing).

Incedentally, many cars drive around just fine with just 4 luggies, and the Citroen 2CV even had only 3 (not exactly an automotive achievement but I'm trying to make a point here)!...so unless I was racing the car, I personally wouldn't be totally heartbroken about that one not contributing to the effort. I'd wait until I had the drum off for brake work the next time, then replace it.
