Electrical problem-1984 245 200 1984

I have a problem with my electrical system that I can't figure out. Sometimes when I turn on the headlights at night, my dash lights including the instrument cluster won't go on. Now the weird thing is that when this happens, my tail lights also don't work (the headlights always turn on). I checked the Bentley manual and they aren't on the same fuse. And I know it isn't the fuse because they sometimes work and sometimes don't. Another clue is that one time when they weren't working I went over a bump and then they worked again. Has anyone had this same problem? Are the tail lights and the dash lights on the same relay? I am really confused. Thanks.
