When swaping a transmission or engine you only have to deal with your local authorities. Here in California known for the most stringent emissions standards they don't even blink at a transmission change. They only care about the engine. It must be of the same year or newer than the car and include all emissions equipment that originally came with that engine imcluding 02 sensors, catalytic coverters, EGR and evaprative emissions.
