Problem with Wiper Relay or Selector on Steering Column? 900 1993

Hi,

I have a 1993 940 Sedan. When I turn on the wipers, they come on just fine, and both low and high speeds work, but intermittent and the off positions do not work. And the only way to turn off the wipers is by turning off the car. The wipers will stay off even after starting up the car. But once you turn the wipers on, they stay on until the car is shut off.

Would this be a relay issue, or something wrong with the selector on the steering column? I bought a new Volvo relay to install, but I'd rather not open it if that is not the problem so I can get my money back.
