Emissions: last year cars exempt from 200

My '89 passed this years smog test, but I noticed that the NOX limit was lower than it was two years ago. The mechanic said it was the goverments way of getting all the old cars off the road. So okay, help the enviorment...and by getting everyone to buy newer efficient cars, hybreds...maybe helps the economy too. But I like my old cars, I like fixing them, but if they keep lowering the emissions limit on cars with smog devices, how long before it becomes a no-driver? So, okay, I'm gonna buy a hybred, cause gas is never gonna be cheap again, even though it may mean having to give up my 850, but my old 240, ole reliable...maybe I should consider looking for an older 240. What is the last year for cars...pre-smog device, exempt from smog testing? And are they really exempt?
