Emissions reduction ideas?? 900

hi! I'm new to the forum. I have a 1991 940 Turbo, 88,000 miles (before this I had a 1987 740. Wouldn't give up my volvo unless forced to, which is what Washington DC emissions regs seems to try and do. I've had the fuel lines flushed, the motor cleaned, the injectors flushed, oil changed with premium synthetic, use only 93 or 94 octane premium gas, even a new tailpipe (and muffler) installed because the old one rusted right off! BUT volvos have a tendency to carbon buildup and high NOx output. Any suggestions on reducing my NOx output for inspection? On my '87 it was a matter of readjusting the timing belt but I understand that is not an option for the '91 model.
