Fuel pump current draw 200

I am trying to check over the fuel pump current draw in my 91 240, but things aren't like they used to be in my 80 244. Fuse 4 registers about a .5 amp current draw, but if I unplug that, nothing changes in the car when it is idling.. not even a hum or noise increase.

Current at the 6th fuse was 5.6 amps. Am I missing something here? Is there an easier way to check current draw for main pump by itself, and prepump by itself?
