85 240- Seems to want to hang at 60mph 200

Was wondering if there is a specific issue with my 240 in that on the highway anything after 60 mph seems to be a challenge. I've tried higher octane, and maybe just a placebo, but it did run better for sometime., I'm comfortable at that speed, sort of, it's the other drivers around me that I worry about.
New plugs, cap/rotor, vaccum seems good, air filter. Could it be a fuel filter and not have other problems?
