Blower motor noise or something else? 200

My '87 245 occassionally cranks out a very odd noise from the middle of the dash area. I at first thought it was the blower fan or motor and probably had some rattling in the bushing...but it doesn't seem to be affected by turning the fan to any of the settings or even turning it off? The only way I can affect it at all is to rev the engine. This will cause it to go away initially then return immediately. BTW, I really don't think its coming from the engine bay, but rather at about the center of the dash on my side of the firewall?

The sound itself is similar to a screeching fan bearing... would the fan have any way of running when the dial is not on 1-6?
