240 steering column loose? and a mystery wire 200 1988

The steering wheel in my 88 245 is loose-- gripping it, you can get a little play (less than 1cm) in any direction, up down left right. Maybe a little more left-right than up-down. The whole column moves, not just the wheel. I have removed all of the dash trim and can't spot anything obvious like a loose bolt or whatever (though I have not removed the horn panel on the wheel itself).

I did a search before posting, but nothing clear turned up.

Also, as an aside, is that extra red-and-white wire behind my instrument cluster for a tach that my car doesn't have? I disconnected 5, but there are 6 wires back there! A search of the brickboard seems to indicate that this can be used for an optional tach.... someday.
