Seat Heater Question V90 S90-V90

My 98 V90 owners manual states that the seat heaters adjust automatically based on ambient temp. Is that ambient internal or external. I tested them at purchase and honestly felt nothing in 65 degree(F) weather. Anyone know if it needs to be really cold to feel these seat heaters in action? Definitely different then my 940's. My observation is that seat heaters function better with fabric seats then with leather.
