I think that I will also have to repalce my Catalytic Converter what should I use?

I know that I will have to replace my entire exaust system up to and probably including my Catalytic Converter. The pipe that comes off of it has been welded before and it is leaking again. I have taken it to exaust shops and one has said that they would only replace it. The other guy said that he would just reweld it. Would this be effective? He also told me that I should let him empty the cat. How good of an idea is this. What is I move to an area with emmisons requirements someday? If I should repalce it, what brand should I use? If I was to do all of the instalation including repaling the cat, how easy would it be. Basically, I'm wondering if I should fix and possibly empty my cat, or just repalce it or fix it and not empty it. What have you guys done?
