16 valve- any good? 700

I'm looking at a 1991 16 valve car right now. It's cheap but needs engine work. It has nil compression on 1 cylinder. It runs but roughly of course. Sounds to me like a burnt valve. I know very little about these heads. I do know they are above average in cost to repair. Any other thoughts? The car has 170k miles on it. Thx.
