Fuel injection problem -- no start 200 1988

Let my 1988 240 stick wagon get very low on fuel. Came out of the house to start, no deal. Here's what I've done:

- put in half tank of gas
- replaced fuel pump/injection relay (old one was good however)
- pumps run
- I have spark
- I have fuel to the rail (however not certain of pressure)
- pulled the rail/injectors out, crank engine, no spray from any of them
- cleaned contacts in fuse bank, replaced the 25 amp fuse under the hood

Figure either a) no power to injectors, b) ECU is not telling them to open

I need some precise information on how to troubleshoot further. Some posts say "check power to injectors". How? Between the two contacts on the plug? Between one of them and ground? Should I have voltage when the key is on, or only when I am cranking?

If I have power how do I tell if the ECU is triggering a pulse?
