Code 2-3-2 and slow idle 200 1991

Since my son is ready to go back to UCI in S. Cal. after spending the long weekend with us, I thought it would be a good idea to check the diagnostic fault code of his 91 244DL. This is the first time I checked the code since the Volvo was bought last summer.

The fault code 2-3-2 was displaying when I checked. Bentley's manual and FAQs suggests possible vacuum leaks. But I noticed the car always has a slow idle when it is started. Could these two symptoms be related? A bad or dirty IAC?
