Unable to get the correct idle speed 200 1988

I followed all the steps to set the idle speed on my car.I installed a M46 trans. in my wagon and the idle speed won't drop to but 1000 rpm's When the auto was in it idle to around 750 to 800 rpm's. I guess the lighter flywhell compared to the torq converter made the difference.I have taken the T/B off and cleaned it checked for vac leaks. reset the idle linkage change the throttle linkage checked the idle control valve but nothing works. What do I need to look for and what is next.I also adjusted the idle air knob on the bottom of the T/B
