Failed Emission, $550 to fix? 900

Help, wife came home Wed after getting inspection done. She said she failed. She took it over to the local Volvo repair shop and they told her something about an air pump needing to be replaced at a cost of $550. He did reset the computer(I think) and told her to go right back to the testing station before she drove too many miles. It passed. Any thoughts? 1996 960 Sedan
