Pulsating breaks on 90' 245 200 1990

90 245 replaced all of the brake pads 4-5 months ago. Rehabed a house in that 4-5 months. The brakes were still pulsating so I replaced the front rotors a week ago and still have the pulsating problem.

Questions as follows:

Could this be the rear brakes causing the pulsating.
Sometimes I feel the steering wheel pulsating as well not so much from side to side but up a down.
Strut Rod cone bushings??
How hard are these to replace?
Tried to use the search feature on this site but it kept sending me to the 700 information.
