Got reference marks to line up, engine won't start. 900 1992

After looking at everything for a couple of hours, I finally got all the cam timing reference marks to line up.
However, when I try to start the engine, it doesn't even want to fire.
It doesn't turn as fast as it used to.
This was a case of shredding the timing belt last night while on the highway at 75 mph.
Is it possible to get all the marks to line up, yet not have number 1 on TDC where it needs to be and, as a result, have the cam out of timing in relation to the crankshaft?
