Paint flaking off aluminum tailgate - '87 745

I recently acquired an '87 745t in great mechanical condition but with some cosmetic problems. The worst one is paint flaking off the aluminum tailgate in several places. The metal underneath seems okay; no visible oxidation or other contamination. But the paint is blistering and flaking like it would over rusty steel. It's going to need respraying, but is there anything I should do to prevent this from happening again? Is this due to age, The paint on the rest of the car is fine.
