Defrost or Heat no in-between S90-V90

I have a 98 V90 and live in New England. If I want to set the defrost, it will
only work full on. There is now way to keep the heat and defrost working together. Is this a problem other owners have, or might there be a problem with the controls. I also own a 98 S90 and it has the same problem. Is there a fix.
