best way to get new rotors over new e-brake shoes? 200 1986

So this isn't my first time doing the emergency brake on a 240....in fact, it's my fourt or fifth. However, I simply cannot get the stupid new rotor to fit over the new e-brake shoes. I have the springs and spacers insalled correctly, but it just seems like the new e-brake stuff is too big by about .01 inches for the rotor to fit on. I've moved the e-brake stuff around to various positions in attempts at getting the rotor on, all to no avail. Any tricks people know of? Bye the way, I think the e-brake design on the 240 was possibly Volvos biggest failure in these cars. thanks,
