mechanic concern...automotive industry standard 200 1986

I have my 1986 240DL in a shop right now. They broke the nipple off the power steering reservior taking the hose off it and now they want to charge me for a new p/s reservior. Is this an automotive industry standard to charge the client when they break a part?

He claims the car is 20 yrs old and it must be a design defect because they stock a lot of them at Worldpac?!!!
